Although I have lived in Rowlett for more than 40 years, much of my professional and community service took place in Irving, where I worked for 25 years. When I began planning for retirement two years ago, I made a deliberate decision to bring my experience, leadership, and passion for service back home to Rowlett.
Since then, I have served on the Rowlett Golf Advisory Board, the Board of Adjustments, and the Waterview HOA, working closely with neighbors to strengthen our community. I also served as President of the Rowlett Housing Finance Corporation, helping support housing opportunities for local families.
I am an active member of Rezone Rowlett, collaborating with residents to ensure thoughtful, community‑driven development. I have also completed both the Rowlett Citizens Academy and the Rowlett Police Academy, gaining firsthand insight into how our city operates and how our first responders serve our community.
These experiences reflect my commitment to serving Rowlett with integrity, stability, and a deep understanding of the issues that matter most to our residents.

Rowlett is home. After forty years of living here, serving here, raising a family here, and helping this community through its hardest moments, Carter believes this is a time when steady, experienced leadership matters most. He’s running for City Council to protect what makes Rowlett special while preparing responsibly for the future.
Carter’s vision is simple: a safe, stable, well‑run city where families and businesses can thrive. That means focusing on the fundamentals — the things that truly shape quality of life.
Strengthening Infrastructure
Rowlett is growing, and growth brings pressure. Carter believes the city must stay ahead of that curve. He will champion long‑term planning and responsible investment in roads, water systems, public safety facilities, and the essential services that keep a city functioning. Infrastructure may not always be visible, but it is the backbone of a strong, resilient community — and Carter knows how to manage complex projects with accountability and transparency.
Driving Economic Development
A thriving local economy doesn’t happen by accident. With decades of experience in business development and regional partnerships, Carter understands how to attract employers, support small businesses, and create an environment where opportunity can take root. He will work to bring high‑quality jobs, strengthen local commerce, and ensure Rowlett remains competitive in North Texas.
Expanding the Tax Base — Not the Tax Burden
Carter believes in smart, balanced growth that broadens the tax base so the city can fund essential services without increasing the burden on families and seniors. By encouraging a healthy mix of commercial, retail, and strategic residential development, Rowlett can generate sustainable revenue that supports public safety, infrastructure, and community amenities while protecting homeowners.

I will work collaboratively with our school district, local employers, and regional partners to ensure Rowlett is a community where families can grow, students can succeed, and businesses can invest with confidence.
