After the Rowlett tornado, I joined Operation Blessing for three weekends to help families clear debris and begin recovery. My daughter’s challenge sparked hands‑on service in the hardest‑hit neighborhoods.

The Rowlett Board of Adjustment handles zoning appeals, granting variances for hardships, and denies or grants variances to the Rowlett building code.
The City Council nominated Carter for this position to examine and making recommendations to the city of Rowlett for consistent building code throughout the city.
Carter currently serves as the secretary for the Waterview Homeowners Association.
Carter attended an 8-week series of exploration to fully comprehend the inner workings of the City of Rowlett.
Carter also attended this 11-week program, meeting one night per week, designed to give residents insight into police operations, covering different department sections and officer duties.
Carter was appointed by the Rowlett City Council and has served in this role for five years, advising the City on key issues and course conditions impacting Rowlett’s golf community as part of its broader park system.
